I have a business website getting set up, and I will be using random pictures as use of icons.
If I find it on google image, can I just take the photo, post it on my website as an icon link, without saying any source or whom I got "stole" the picture from? |

You would absolutely be violating copywrite laws and if they find you, you can be sued. Not citing the source is even worse.
Your best option is to use a stock photo from someone like Getty images. You can purchase royalty free images pretty cheaply. Also Art Today has clip art and photo art very cheap.
You can also purchase photo discs in most software stores, but read the details, many are free only for non-commercial use, which means NOT for business websites. However, licensing those images can be relatively inexpensive.
Besides, it is bad business form and etiquette to steal images or anything else. How would you like it if someone stole from you hoping you didn't find out? |

That would be violating copyright laws.
If you need photos, search for free stock photos or look at these sites:
http://freestockphotos.com/
http://www.sxc.hu/
http://www.freephotosbank.com/
There are lots of sites with Free Stock photos. Just make sure to follow the rules from each site. If you go this direction, you don't need to email and ask..

Most pictures are copywrighted. You need to get permission from the website you "stole" the pic from, that way you can legally post them |

Unless you heavily modify the picture (so it is your own art), you cannot unless it specifically says that you can. However, many pictures can be used if you provide a source. |

you should always contact the site owner to ask permission. Some graphics people pay a lot of money for because they are copyrighted and you can get in big trouble |

some sites won't let you display their photos eslewhere unless you have their permission. You can do it as long as you cite where you got it from and don't call it your own. |
