Yes, you should always get permission when using someone's logo. Especially if you make a profit off your use, because you could leave yourself open to legal action.
Most likely they will say no - Universities prefer to make and sell their own apparel |

If it is a trademark (registered or not), then yes. Most logos, whether they are a university or not are trademarked.
Most Universities have a licensing program - you can contact them to get permission, and you will probably have to pay a small fee for every logo you print. |

Sure do and you'll get in big trouble if you get caught. It's called Trademark infringement. Basically you're using their name to make a profit and you're not sharing that profit with them. Same thing if someone took your picture, made money from it, and didn't give you any. |
