The use of racial epithets have dethroned a many CEO's, Senators and celebrities. Most, if not all, major companies have very strict policies regarding the use of certain phrases, words and deeds, regardless who perpetrates them. It appears that you are obviously disturbed by this manager's behavior and feel that your company has not dealt with it appropriately.
The first thing you should consider doing is confronting the manager who spoke the word. Maybe she has (some) reason that she felt she needed to use that word at that time.
If that does not work or if you do not feel that its enough, you should talk to her supervisor. Take a copy of your company policy and make your displeasure known and suggest ways that this conduct can be remedied. Be concise, articulate and be sure to READ the policy ahead of time so that you know what it says.
If none of these steps work, go directly to the President of the company. Tell him/her what steps you've taken to address this matter and if you feel compelled, ask for a meeting.

Unfortunately people tend to use words as methods to belittle and control people. No one has the right to do that in the work place.

Any manager who condones this deserves to be fired. But you have to follow a process. You need to file a complaint, either with the manager or with her supervisor if you are not comfortable going to the manager who let this happen. You don't have to fall into the racial category being demeaned, you just have to object to the use of such language because it makes you uncomfortable. The company should reprimand the manager and coach her on appropriate behavior. If it continues to happen and the manager continues to allow it, file a formal complaint with the company's human resources department. Unless you work for some Third Reich holdover, the HR people will take action. If they don't stop the behavior, the company leaves itself open to charges of creating a hostile work environment or worse.

Keep in mind that if you are the only employee who openly objects to this type of behavior, you will probably be persecuted by your co-workers and even by the manager until the situation can be resolved. This would be a noble cause but could get very uncomfortable for you. Most people don't have the courage to follow through, which is why lousy managers like this are able to remain employed. I would look for a job working with actual adults instead of these losers.

Tape record it next time. Make a formal complaint and sue if you don't get action.

To certain ignorant folks below: public or private doesn't matter. If you were there as part of your job, your employer is obligated to provide a civil working environment. The manager should have given the mouthy employee a stern, "final notice"-type warning. If the company fails to act on a formal complaint, they will lose bigtime in a lawsuit. Is there any other witness who would support you in a dispute? If there is, make a formal complaint to personnel.You could also make a complaint without a witness, they would still be obliged to investigate. If they don't, there are plenty of lawyers who would be eager to help.

I don't think a manager should get fired for that, but I do think they should have spoken up and asked the employee not to say such offensive things. I believe you should file a complaint on the co-worker and possibly the manager.

something needs to happen. speak to the manager's boss and let them know what happened. if the manager is not reprimanded in some way, continue up the ranks. the employee should also be reprimanded.
you also might want to call your local department of labor and inquire there. you could probably ask in confidence so as not to get any repercussions.
it is sad to think that people still have not gotten their heads out of their asses. to have respect for others, even when not being specifically spoken to (assuming did not call you the "n" word), should be a companies primary concern.

What goes on in private managers meetings is PRIVATE.
if this was spoken on the shop floor or in front of customers that's different.
Why do you think the manager should lose her job and not the person who actually said it then?????

I would pull the manager to one side and say that sort of language shouldn't be tollerated in public and you feel disgusted that it is.

She didn't show good judgment, but if the employee just came out with the word, there isn't much she can do about it.
In order to start a lawsuit or dismiss someone you have to have a pattern of behavior, because her employee said something doesn't cut it. If I were her though, I'd take the employee aside in private and have a few words with him or her. The manager may have done this and you just don't know anything about it.
