Anything you want to know about ebay, you can find on the site. Just look it up. Second chance offer is like if the high bidder doesn't pay, you can offer it to the next highest bidder. OR if you have more than one of something, you can offer one to the second highest bidder. And YES, if it has already sold, YOU HAVE TO sell it. You cannot back out. Just think how you'd feel if someone backed out of paying. That makes me mad!! |

If you offered something on eBay and your item got more than one bid, after the auction you can send a "second chance offer" to someone who WASN'T the winner if you either have more than one of that item to sell, or the person who DID win doesn't pay you for it. When I've gotten second chance offers, they were for the amount of my bid--not the amount of the winning bid.
If you set up an auction, allowed people to bid on it, and allowed the auction to end at its scheduled time, then yes, eBay's rules require you to sell it to the winning bidder. This applies even if the winning bid was tiny. If you're not willing to do that, you should set a reserve price, or end the auction early--but you can't end it within 12 hours of its scheduled conclusion.
eBay's help pages would be a sensible place to look for this information. |

I've never seen anything about second chance offers. Type it in the search box and see if the FAQs pop up.
As for it you have to sell it: if someone has won the auction, that is a binding contract and you must complete your part. |

You don't have to give anyone a second chance if you do not wish. You are only obligated to send the item to the winning bidder, provided they pay you. The other answers are probably right, but I believe e-bay is giving you a chance to sell another of the same thing, assuming you had more than one to sell. |

You do still have to sell it. The second chance offer is whenever someone wins the auction and they do not pay you, you can offer it to the other bidder that didn't win. |

It means that the original seller backed out of the commitment and they give you the chance to sell it to the second bidder in line... for a lower price... I would just re-list it. |
