Politely ask them if their duties are too little that they can't focus on their work, rather than your own. Complain to management that you feel that you are in a hostil work environment and that you feel as though they are harrassing you. Both of the latter two will cause them to respond to your complaint right away, it's the law. They also don't want to get sued. That should take care of it.
