Um... people probably won't come into your store if there is a fee to look around... they won't come back. Telling them they have to buy something to use the bathroom is normal. -you can also make them wear "sure" deodorant if they don't buy anything, you might get a deal with the deodorant company.
-you can also install a camera in the womens bathroom and charge money for a web-cam link-up
