The easiest way for a novice to build a web site is to start with a web template. Web Templates can be customized and you can use the layout but swap the graphics etc.... this will get you comfortable with basic HTML design and an HTML editor (like Dreamweaver).

A) You need a Web host to get pages on the Web.

B) Your Web host will let you choose your domain name. Examles of a domain name: google.com, amazon.com, MissingMethods.com, etc.
C) Consider using Dreamweaver CS3 to help you create and design your site: It speeds up the development process! You can create your pages in a Word Document and import them into Dreamweaver if you wish

Note:
You can start making your Web pages without a Web host, or Dreamweaver for that matter--Dreamweaver just makes it ALOT easier. This means creating Web pages cost nothing!
You only need a Web host when you are ready for the world to view your Web pages. But you have to create them first!

Well speaking of facebook you can use this to build a facebook page. This is a free webpage that is hosted on facebook and therefore you can use the resources of facebook to promote it and if its designed well then you can sell space on your site for advertisers to use.
If you actually want to build a site from scratch then you should perhaps look into getting a website builder. These have templates that you can use to base your site on. Or you can build your own site from scratch. The best thing of all is that you don't have to know any programming to use these tools which is useful for those who are completely new to this field. Alternatively you also get website builders as part of most website hosting programs such as 1and1.com. This is a useful aspect since you will need to buy domain space and a web hosting package if you seriously want to get your site up there.
I think the best idea would be to have a look at some sites that are similar to yours look at how they are put together and marketed then put your site together and start building you business.
