How do we get our employees to abide by the dress code?
We do large scale lawn maintenance, mostly mowing and trimming schools. Our dress code has been simple: long pants, steel toes, and shirts covering the at least the shoulders because of safety issues and because we want our employees to look respectable when working at schools. However, our employees keep showing up in tank tops and wifebeaters and compain that t-shirts will give them bad tans.

We've had this code for 5 years and have never had problems from employees either male or female (the code is exactly that same for both sexes). I don't think our policy is unreasonable in light of who we are and what our company does. How can I enforce it without being mean? I mean, I abide by the dress code myself and just wear sunscreen all the time to keep from tanning
Additional Details
Our work is hard all the time. Everyone in our community knows who we are. Seriously, if our employees wore shorts they'd be bleeding and picking pebbles out of their shins

Have a meeting and explain that because of safety issues and your liabilities as the employer anyone not dressed in the appropriaste dress code will not be allowed to work as you could be fined for not enforcing the safety issues. You will be within your rights to do so. If you don't already provide their clothing / shoes perhaps doing so would be an incentive. Remember you are the boss.

For the safety issues, they wear the clothes or they don't work.

If they show up with the wrong workwear, send them home.

It'll be tough for the first few days, but they'll come around.

The code is not unreasonable. They are there to work, NOT work on their tans. Screw them.

Send out a reminder notice to all employees about the dress code. Tell them they will each get one warning after the reminder, in writing and in their personnel record. The second violation will result in immediate termination. PERIOD!

No exceptions. They either work according to your rules of they don't work. Simple.

if it is feasible to provide uniforms at no or some reasonable cost to employees, that should help, and would foster some kind of team feeling.
also with company logos or other company id would give exposure of your company in your service area
but, if you are serious about it enforce the policy....what's so complicated about that?, and if you aren't going to enforce it abandon the so called policy

Get uniforms and let it be known that they are REQUIRED to wear the uniforms whenever they are on the clock and representing the company. If they don't like it, remind them that they can always be replaced by someone who would be glad to have their job!

Maybe give them 1 dress down day per week where they can wear shorts and tank tops as long as it's still professional looking. A little give and take, pick Fridays, they'll eat it up, but tell them on the other hand, that if the other 4 days they are not in company attire, they will be written up and can be terminated for not abiding by company rules.

Also, do you provide the clothing and shoes for your employees? That makes a difference also.

The message is you aren't trying to be mean but the economy is tough. And first impressions are everything. If you look neat and professional, then people will want to hire your company. If you look slovenly, then people will wonder where your employees come from. It's like the UPS driver. They have a no tatoo showing, short hair, tucked shirt etc. rule for a reason. It's all about image and that's why they can charge a premium for something as dull as delivering packages. If you pay well, seems like a silly thing to lose a job over (not abiding by your dress code). At UPS, they send people home if they aren't presentable. Maybe that's what you have to do and if someone loses 3 hours pay, they may think twice about making an issue over something as silly as dressing neat. But here's the thing. If you don't enforce the dress code, do you really have one. Good luck.

You need to be clear from the moment of initial interview and hire of the dress code. When violated remind them of it again. It boils down to the fact that unless you are willing to begin to discipline them at increasing level warning, suspension, termination, the dress code is only a suggestion.

One possible idea is to buy company T shirts and give a few to each employee and demand they be worn on the job.
