Depends on work environment. If he's an air traffic controller, fire him asap.

I am sure that in most companies' Code of Conduct, as it is in mine, the employee can be counseled leading up to termination. Coming into work intoxicated is dangerous and irresponsible. This person should be reprimanded and terminated if this is a frequent occurence. Not to mention there may be a case of DUI here as well.
