It is a fire safety issued which takes into account floor space, layout, number and placement of exits, and probably other variables.

Each municipality has their own rules . They will include size of room , parking spaces available to the patrons and fire codes also . The fire department has the last word on how many people may be in a confined spac e at once and they normally set the rooms maximum . |

It depends on the floor area, access ways, access to exits from the building (not just from the room, for fire etc), the ventilation (number of air changes per unit time and venting to fresh air, windows etc.) and a factor for ceiling height. More can work in a double height room than single storey
There is no statutory guide to the number that can work (or conduct commerce eg shop) in any given room but your insurers may place limitations on occupancy.
You local fire service will give advice for free on what they consider to be safe.
If the space is used for entertainment or accommodation a fire certificate is required and this will normally state a maximum occupancy figure. |
