try just starting small, host your site yourself using freely available software such as apache webserver.
look me up for a link to my FTP server where i can make the software (FREEWARE, trialware and shareware) though the serversuite is freeware, and easy to configure).
once you get hits on your site (submitting your domain name to search engines, word of moth advertising via friends and family etc).
once you get the hits starting to buy or atleast request to be placed on a waiting list for the goods or service you are offering, you take a very small deposit from each interested person and then say to your bank i have these firm orders for my (whatever) and they should be able (providing you supply a properly formatted and realistic not optimistic business plan) to provide the loan which because of your poor credit history would be charged a higher interest rate than normal i'm pressuming.
software servers are available from amongst others "http://www.softpedia.com" you need to browse for what you need. you would need to look up how to configure your server to allow secure connection.
if you want to take payment then you may need to register for an SSL certificate, some sites offer the otion of self certification which may leave some not wanting to do business if you are not verisign certified but others will do business if your selling something they want and or need.

failing all else try to raise funds from friends and family if you can raise part of the money you need from other investors other than your bank the bank may offer to match what you raise depending on how convincing you are and how bad your credit history really is. |
