Hire them as self employed and report their earnings on a 1099 tax form. |

If the work is being done on your own property you don't need a Contractor's License. You can be your own General Contractor for work being done on your own property. If you're doing work on property that you don't own then you may well either need to get a GC license or hire a GC to handle the subcontracting for you.
Paying piecework is fine as long as you keep a careful eye on quality and make sure that you don't run afoul of the minimum wage laws. You need to monitor the work closely to ensure that it's up to code since if it isn't you'll have to tear it all out and do it over again. |

I believe that in the state of TEXAS (as of 2005 I needed a licensed team of contractors found out that in TX there is no license contr. requirements. ) they is no such license in TX, so check your state. Also, please be aware that you may and probably will require a STATE permit so be careful. Research permits and ask them your questions as well as other roofing competitors about your questions. You can also get a DBA (doing business as ..your co. name) at the local tax office.
Labor rates - Put a quota, time quota to get the job done. any extended time to complete the job will face a 100. penalty. so if it shouled only take 4 days give them a time quota and only pay for 4 days if they go into day 5 penalize them deduct 100. each day and b strict, but tell them this up front or ASAP. time is of the essense. they are milking you out of $..I wish you lots of luck to you! |

Your question isn't clear about what you are doing. Are you having a roof installed for yourself or are you performing as a contractor or subcontractor for someone else? If the work is being done for you personally, I would insist on the labor being performed by a licensed contractor. Otherwise you don't have any protection if something bad happens.
If you are performing as the contractor, you should get a license. It isn't tricky and doesn't require you to pass a test of any sort. You merely obtain a business license and file the paperwork with your state's labor & industry office (or whatever it may be called...your state website should lead you there, for instance Washington State: http://www.lni.wa.gov/) The license is cheap but the insurance and bond will bring the cost up to $2,000 to $3,000 per year, depending on your credit. If you have bad credit, you may have to post a cash bond with the state. In Washington, a specialty contractor bond is $6000 and a general contractor bond is $12,000. The penalty for getting caught performing without a license is $1,000 per day so be cautious about how you proceed.
Paying by the square is the way to go. Your protection for quality is that you approve the work before your employees are paid. Put it in writing....there are resources and templates for subcontractor contracts. If you hire inexperienced people, make sure you also hire someone experienced to supervise them. If you are doing this job for yourself, at least check with the state agency to find out what options you have...you may be able to do the work yourself, but your homeowner's insurance might not cover you or your help if there is an accident. |

There are books on getting a contractors license.
I think a general contractors license is easier to get than say electrician, or plumbers contractors license.
Depends on what state you are in.
Does this help any? |

. If you pay them 'piece-work', they'll work fast but sloppy!
Give them the $10/hr , whatever, but let them know they only get ONE warning about slow work. |
