While you want to start your own Website and learn at the same time do not spend any money until you get your feet wet and a good footing. Make sure you also have free hosting at the same time. The easiest way for a novice to build a web site is to start with a web template. Web Templates can be customized and you can use the layout but swap the graphics etc.... this will get you comfortable with basic HTML design and an HTML editor (like Dreamweaver).

since you already have a yahoo account start with yahoo geocities (http://geocities.yahoo.com/) and work your way from there. this is great for newbies
later on (in a couple of months) if you wan't something more independent/specific, go to a hosting company, get a php/mysql account that supports joomla, use joomla. still easy
if your needs are still not satisfied you will know where to go from there |

A) You need a Web host to get pages on the Web.
To learn about what a Web host is, click here:

B) Your Web host will let you choose your domain name. Examles of a domain name: google.com, amazon.com, MissingMethods.com, etc.
C) Consider using Dreamweaver CS3 to help you create and design your site: I was in the same position as you 3 months ago, facing the same issues, and that's what I am using. It's pretty good for people who don't know what they are doing! You can create your pages in a Word Document and import them into dreamweaver if you wish too.
Note:
You can start making your Web pages without a Web host, or Dreamweaver for that matter--Dreamweaver just makes it ALOT easier. This means creating Web pages cost nothing!
You only need a Web host when you are ready for the world to view your Web pages. But you have to create them first!
To create Web pages, you need to know the language of the Web: XHTML, CSS, JavaScript, etc. And that cost nothing. You can create a Web page in as little as two seconds at no cost in Notepad. And the best part is, knowing XHTML gives you full creative freedom over designing your web page: You aren't stuck with the limitations of a template. Besides, you still need to know XHTML for Dreamweaver CS3 so you won't get lost.
Here is a short tutorial with visual aids and "copy and paste" xhtml code to walk you through making your first Web page in Dreamweaver CS3 or Notepad.
