Buying a domain name and hosting is only part of the solution and I wouldn't do that - unless you have a name in mind and are worried someone else is going to get there first - until you've built your site.
You can do this the hard way - learn HTML and code by hand. Or you can do it the easy way (not using Visual Studio or Websphere as neither product is really for building websites) using a quick build package - NetBuilder is pretty simple if you just want a quick to build, easy to navigate site (if you buy your domain and hosting from oneandone.co.uk (who are really cheap) then they will give you the package free at sign up), you internet provider may provide an easy to use package as well otherwise if you want something a bit more professional (but more expensive) then Dreamweaver is probably the best known website building package and is rated the professsionals choice, you could also use MS FrontPage but installing the server controls can be a bit of a pain.
I've built a few sites and often go back to NetBuilder when it's function over form that I need. I also learnt to HTML code in a weekend with an idiot's guide. The process is pretty straightforward and you only need a text editor to get started e.g. wordpad (windows users) |

There are many ways of building a website, first you need a service to host your site. My favourite service is bravenet, follow the link to make your own website free (at the bottom); it's cool because later you can add a chat room, a forum, statistics, a calendar and dozens of usefull things for your site absolutely free. I enjoy it every day. These days I started building a website with bravenet... when it's ready you can visit my site to see if you like it. |

Agree with responses so far, options range from lowest end free space (not your own domain name) to as far as you want. You basically need:
1: a name (domain name what your website is called)
2: a website host (where your webspace lives) - normally rented for a year or two
3: web design - do it yourself if you know html or using packages (dreamweaver etc) or many hosting companies offer option of a template (you just add your text).

Register your domain name with any one of the companies Yahoo Domain Registration is cheap way to register and host your website. Find the hosting company.
There are plenty of software which will help you build your website quickly.
