A) You need a Web host to get pages on the Web.
To learn about what a Web host is, click here:

B) Your Web host will let you choose your domain name. Examles of a domain name: google.com, amazon.com, MissingMethods.com, etc.
C) Consider using Dreamweaver CS3 to help you create and design your site: I was in the same position as you 3 months ago, facing the same issues, and that's what I am using. It's pretty good for people who don't know what they are doing! You can create your pages in a Word Document and import them into dreamweaver if you wish too.
Note:
You can start making your Web pages without a Web host, or Dreamweaver for that matter--Dreamweaver just makes it ALOT easier. This means creating Web pages cost nothing!
You only need a Web host when you are ready for the world to view your Web pages. But you have to create them first!
To create Web pages, you need to know the language of the Web: XHTML, CSS, JavaScript, etc. And that cost nothing. You can create a Web page in as little as two seconds at no cost in Notepad. And the best part is, knowing XHTML gives you full creative freedom over designing your web page: You aren't stuck with the limitations of a template. Besides, you still need to know XHTML for Dreamweaver CS3 so you won't get lost.
