Look around in your area, for wild flowers, turn them into bouquet, using florist cellophane wrap. Add a little water at the ball holding the flowers so the flowers will stay fresh. Put a price tag between $5.00 to $10.00. Go to your local grocery store, and ask the owner if he/she will sell the flowers for you and split the profit. Just make sure you have a vase to put 5 or 6 bouquets for display.

Sell it to nightclubs visitors, I am sure some men will buy your bouquets for their girlfriend

Another place to sell, just stand on a busy place and start offering the bouquets to passers by.

Of course business is the best way to start.
But most people don't start their business because of large capital or high risk. But if you got $10 now, i can suggest you a part time business that only need 1 or 2 hours of your time with less risk:
Ad business is a billion dollar industry. People would just do anything in order to get traffic for their business. That's why I'm suggesting you 2 ways to make a small fortune in this industry:
You only need $10 for these 2 business:

Fylers For Small Business
Let me ask you, how many photocopies that you can make with $10?
If it's $0.04/copy that would be 250 copies
If it's $0.05/copy that would be 200 copies
Choose the best option
This is what you should do next.
Go to a nearby shops or small business such as restaurants,mini-marts,or grocery shops,
and offer to promote their business by distributing atleast 200 or 250 flyers for a CHEAP FEE.(I suggest $15)
If they said yes, collect as many info about the business and go back home.
Once you get home,create an ad of A4 size paper about the business and make photocopies of it.
Since your budget is $10, you can make 250 photocpies if it's $0.04/copy.
Next go to a high traffic place such as Mc Donalds, KFC, or Supermarkets and distribute your flyers.
Within an hour you can finish it because the traffic would be high.
That's it you earn $5 in net profit. What if you promote 4 business? That would be $20 a day or $600 a month.
Easy money huh? You only need to spend only 1 or 2 hours for your business

Distribute CD's
This is exactly the same with the flyers business. Choose your business. But you should offer a different deal with the owners.
Tell the owners that you will promote their business in a CD form.Tell them that You you will take pictures of their business and the owners as well as few seconds of videos.
Then tell them that you will put all the information about the business in a cd and distribute it.Since your budget is $10, you can get 10 blank cds for $1/cd.
If the owners accepted the deal, charge them $5-10. Next, look for another 1 or 2 business and offer the same deal. Then simply combine all the business information in a CD.
Before you combine all the business in a cd, i suggest you to create useful contents and link it with business that you're promoting. People will appreciate it better.
That's it. If you charge $5 for a business and got 4 business to promote you easily make $10 in net profit
