You won't need to be VAT registered until your turnover passes £65k, but you must register as self employed with HMRC within 3 months of starting. Good practice to open a separate bank account, bank all your earnings and keep good records of incoem and expenditure.

Do you have the money to set up this business or do you need a loan?
lets just start from basics as if you need one okay.
1st: you have to put together a business plan. of what your business is about, how much money you will make/loss etc.
Most businesses do not make any money in the 1st year it takes this for you to get on your feet.
You have to also say in your plan how much the equipment you need is, where the premises are etc, if you need a sign for your business how much are they were are you getting it from. You must be prepared to have a full business plan of everything or the bank will not accept it, they will not think you have thought it through & will NOT lend you the money.

2ed:if you need premises to start your business you must find & look around these premises to see how much they cost & what the landlord includes maintaines for you. you need to put this in your plan If you are running a mobile business you need to find the company that will supply you vehicle & how much it will be it is better to rent rather than buy, you give back after 3 years & this will be part of your business therefore you can claim this on your tax, therefore you claim back the money you use to pay for it.

3ed: A sign for the vehicle/premises find the company you want to use. how much will it be. You have to tell them were the premises are etc they will go measure up & give you an exact price which again you put in your plan. you also have to contact shop fitters if this is the way you want to go, they have to go to the premises & measure up shelving carpets fire doors shutters etc & give you a price again for your plan.

4th:You have to find your suppliers contact a few not just one as they will have better things the minimum price for a small order is usually £100 you have to take this into consideration of the total that you need to borrow off the bank. you have to think of all your stock shelving everything & give yourself a couple quid extra as your wage till your business gets up & running.

5th:you need to find an accountant.

6th: look for your insurance. a lot of house insurance companies do this you just pay a bit extra.

7th: You need to get flyers made to put through doors etc as your local paper if they will include these as they deliver for a price of course.

8th: Do not give family/friends credit, they must pay like everyone else.

9th: After you have done all of this congratulations! You are about to begin your own business adventure.

Purchase cleaning equipment and ensure you have a suitable vehicle to carry it in from place to place

Other than the insurance, you would need start up capital, business cards, cleaning equipment and such.

Check with your local government to see if they offer small business development classes.

Good luck

You will need to possess excellent organisational skills, and have a clean and tidy nature yourself, in order to manage large cleaning projects.
Word-of-mouth recommendations will be important to your business, so you should be reliable and punctual, completing jobs to agreed deadlines and ensuring that any mess or disruption caused by your presence is minimal. You will also need to be capable of inspiring trust, as customers will be allowing you access to their homes and personal possessions.
The work itself can be physically demanding, involving lots of lifting, carrying and bending, as well as potentially working in cramped, dirty or uncomfortable conditions. You will need to be reasonably physically fit, and should bear in mind that any skin allergies or respiratory problems could be exacerbated by the chemicals used in cleaning.
As well as a practical approach to the job in hand, you should be sympathetic to customers, particularly those who have lost possessions as a result of fire or adverse weather. You should be able to calm and reassure distressed customers, and remain professionally distanced from an emotive situation.
If you intend to offer a damage restoration service, it may be worth considering making yourself available round the clock. However, offering a 24-hour service will have a considerable impact on your personal life, so you should think carefully about the commitment required before making any decisions.
There are no specific skills or qualifications needed to run a domestic cleaning service but there are courses available that may help you to run your business more effectively.

The British Institute of Cleaning Science (BICS), in conjunction with City and Guilds, runs a national qualification scheme for aspiring cleaning businesses.
Cleaning Operator's Proficiency Certificate.
Food Premises Cleaning Certificate.
Car Valeting Certificate.
Certificate for Continuing Professional Development.

Also research your competitors and check out what their rates are, see if you can compete, buy the equipment and go find some work.
