At 14 I don't think you would need a permit, but if you are wondering, call the city and ask. They will direct you to the appropriate place.
It is not a business a such, because you will not be filing income tax, charging tax, or claiming the money in any way. You will just be making it.
So I wouldn't think you would need any permits. |

You'd probably be best asking someone from your City Hall those questions.
Since your young though I really doubt they'd give you a hard time over not having one. However I live in Canada and we aren't as hardass about things like that over here. |

I don't know if Chicago is like my city but here every business needs a merchant license but I don't know if you would need one since it isn't an actual business you could try calling city hall or the local municiple offices and asking, and they should be able to give you paperwork but like i said you probably wouldn't need one i would try calling the municiple offices first |

talk to your parents about it you probaly will not need a permit but this will be hard and your buisness probaly wont last if you dont have employes so good luck! |

if you are serious about going into business
you need to file for a ficticious name
a tax id and contact a wholesaler
you will have to file taxes quarterly
I strongly advise that you contact an accountant and having them do it for you, as if you make mistakes the IRS isnt very forgiving
I also suggest that you formulate a business plan and have some sort of backup for money
file for a LLC not a sole proprietorship
as this will leave you not directly liable
making the business an entity of its own
there are also many loop holes by which your legal representation can make you aware of
I started my first sole proprietorship planning at about your age
it takes patience and dedication
and being that your likely starting with little to no money you really need to get assistance from someone that has done it
and is familiar with the process.
you dont have to be 18 to do any of this i found all the paperwork took me about 6 months and 300 dollars to process. also i had trouble connecting with a wholesaler personally, this is because of the age no one takes you serious, have your legal representation contact them so they will say "my client is interested in distributing your product"
rather than just some kid calling. good luck it seems hard but I started the paperwork when i was 17 and finished before I was 18
