Depends on where you work. Can't be too low in a factory. If a guy falls into a press because a woman has his undivided attention and he can't focus...then too low. If you work in sales then you should just wear a shirt to button up or down depending on if you think it's actually gonna help.

what they consider a deep v would probably be too low, but I guess it all depends on where you work and what the dress code is, there are jobs that accentuate the chest so those places it'd probably be ok, but in a professional setting like a law office or court house it probably wouldn't

It is too low when, as aptly put by comedian Brad Garrett, it looks like "two bald guys trying to get out of your blouse".
Really, more than an inch of cleavage is way too much for a business and office setting.

Showing cleavage is too low. As a business woman you ave to dress accordingly and if your goal is to work and you want to show that to your boss and coworkers, your cleavage should be the last thing on their mind.
