I don't know about eBay's company policies, but it would probably be worth it to sell them yourself. Pipes and Bongs are not illegal, and people shell out serious cash for them. The typical headshop markup is 400-500% which means tons of profit. It is not a crazy business and it is not illegal, but eBay may not let you sell it as a their own company policy.
Bongs are not drug paraphanelia until they are used with drugs.

Go to The EBay the link below and it gives a list of what you can not sell. If you spend money to list an item and it is against their policy they will remove it and you still have to pay.

I'm not sure what Ebay's rules are on the subject, but in many places you could be charged with possession of drug paraphernalia if you bought those items.

Yes, you should be able to if you sell them as hooka (shisha) products. These are cultural, and as long as you aren't marketing them as otherwise, it should be fine.
