Herbalife I agree has been around awhile. Don't listen to what other's trying to get you into their business. I didn't go for herbalife myself, I chose another home based business. But, that's not to say it's not a business for you. $199 is not just for a start up package. In any business you get involved in their is a start up cost. Look into the "back office" it should of been explained to you what it covered and why. Your not going to work "for" herbalife. It's a home based business that you'd "own". Just because you don't know how to do any home based business, they have training events that you should attend that will teach you how to do's and what not's. I recommend taking full advantage in the training. Depending on how hard your willing to work you own business will determine the amount of income you will bring in for yourself. This business is not a scam. I know a few people that are involved in this home based business. It just wasn't the one for me. Nothing wrong with it, but I wanted something different.

I work from home and have a blast being with my wife and not having to go to a job m-f 9-5. I get financial aid from FAFSA too while I'm going to school for a doctorate in business and in law and that helps as well so I know I won't hit rock bottom if money isn't being made. It took me 8 months before I made anything but then things really picked up. So don't think it's out of the ordinary to not make anything while you're learning. If you're going to be an entrepreneur just remember that if you start a business you are IN BUSINESS just like everything else you would call a business and you aren't in business if nobody knows so remember that MARKETING IS CRUCIAL. You will need to be self-disciplined, focused and determined. People who succeed in small businesses usually say "I love being my own boss" but just remember that you need to boss yourself around like you would if you hired employees. Schedule you clock in and clock out hours and pay yourself and don't forget to pay your company (advertising, supply, payroll, etc.).
And most importantly write a business plan. TONS of businesses fail because they don't write a business plan. I've read about it in text books and seen it in my own community.
As far as going into a health company like herbal-life I'd say it's a good idea because anyone who is a baby boomer is getting ripe and ready for ailments and you'll be there to sell it to them. And theres a LOT of baby boomer to go around! (you might try fliers in nursing homes or country clubs or just think 'if I were a baby boomer where would I be?)
Just remember: Marketing marketing marketing and consistency consistency consistency!

Herbal life has been in business for a long time so I wouldn't say its a scam or anything like that but starting any home business isn't going to bring in big bucks overnight.

I would say no. It takes about 2600 dollars to get all 7 levels of pay. I tried it last year. It was expensive to run. I love the nutriton business, and have just found a great one, that is simple, pays good and wont break you. Herbalife is a mega company in the home base business arena and is a billion dollar company. They have been around for a long time so the timing isn't the best. They have good products but the best time to start with them was 10 or 12 years ago and timing is critical when looking for a business.
