Depends on the business. I'm a serial entrepreneur - I've found viral videos to be the absolute most effective. The first answer is spot on as well... use Web 2.0 - facebook, myspace, linkedin. In today's day and age Social Networking has proved to be a very successful low cost source of advertisment.
The most important part of advertising a small firm is recognizing you want to whom you want to advertise. Understand your market and appeal to their desires, wants, and needs. If you fully understand who it is you want to reach you can then begin to narrow down where, when, and how. Then you will see results.

Depending on the type of business some kinds of advertising won't be appropriate...so, with that in mind, here are a few ideas.
Newspapers can be expensive - very much so, and sometimes the results can be puny. Best to avoid them if you can.
Networking with people in related businesses can help. Take their business cards, and give them some of yours. An example....say you run a home decorating or home staging business....real estate agents would be a huge resource to you. They can recommend you.
Spend the money and put your business in the yellow pages. It doesn't sound like a big thing, but you would be amazed at the reach it can have.
Are there any cork boards for business cards in laundry places, grocery stores, etc? If so, use them! Put in brochures and business cards, and keep track of how many of each. Check back a week later and see how many are gone. Keep them stocked up.
Here's a little something a friend of mine used to do...diabolical but it worked for her. She started a fitness place, similar to Curves. She went through stores and slipped her brochures inside the health and fitness magazines. Sneaky....but effective.
In your brochures and such, maybe offer a limited number of discount coupons. Sometimes that's all it takes to get someone curious...and if they visit, they just might buy.
Sponsor an event in the community. If you are a gift shop for example, put together a basket or goodies or a particular prize, and have it as an item to be raffled off at the event.
Oh...if you decide to put flyers on car windows at the mall, downtown, etc, check with the city first. This can be against local laws, because anyone dropping them on the ground is littering...and they won't be fined...you will. Be careful with this type of thing.

of course, if its all online, then youtube and myspace would be big hitters, but its my opinion that word of mouth is the best way (and cheapest with little to no cost) to advertise. Maybe cut a deal for your first few nosy customers that wonder through the door to get the word out about your business. If you can really let your charisma shine and get the right customer, your popularity will spread like wildfire!!

it's actually illegal to advertise on myspace without permission so nooo.....
anyway word of mouth is alwaysd good you could make some inexpensive black and white fliers at first and as the cash flow builds you could get posters and possibly an ad
ads that run in the local papers are usually cheap too, make it with little writing to get good impact and it's chea[per too, colour is eye cathcing but if you can't afford the expenses then definetly go with black and white

my dad has just done he same thing. For £150 he got 150 leaflets and 200 business cards printed. Then he payed me and my brother to post them and the business is in full strength now. Also we have a local news booklet thing for me area if you have one post in there.

depends on what business.
for crafting, i think www.etsy.com is a great way to start your business online. the cost is quite low yet the web is not intentended for mass-selling...check out the articles written by sellers in etsy...i like the way they helping the crafters who are usually not a business people with a lot of money....
other way...if it's a craft business, use your craft and let the people see it. join a forum so people know that you have a skill and knowledge about a "thing" that is discussed in the forum...add a sign and mention your blog or web or store or product you sell...do not type it a lot because usually forum member don't like if it's too obvious that selling products is your motivation to join the forum not because you really want to help as well as gain knowledge from forum members...
also, write a blog about the business, make the blog public so a lot of people can read it...upload your creation to your blog or other media like flickr.com or else...let the people know your goods quality...
hmm...i think you'll get better answer from everyone if you just give a little bit explanation about what business you are interested in...and even you don't have any idea, you can explain about your interest and hobbies...
in small business, you don't have to advertise using "big" media like billboard, television, radio, magazines, even newspaper...just have to open your mind to all possibilities...watch how sellers let their buyers know them, etc...
anyway, advertising do need cost...when i make craft to be used by myself, i cost my self the materials to make the craft...so, nothing is really-really free...but you do have opportunity/ways to lower your cost...

When I first started my home based business, I google searched free advertising places and got a whole lot of places that way.
I also joined forums and social networking places like MySpace, Facebook, Yuwie, etc.
You can google search forums related to your business and you can google search free social networking places.
I went to the local business store (Staples) and purchased sticky letters to put my website on my rear car window.
I made my own business cards by purchasing perforated biz cards and printing them myself from a Word business card template.
I posted ads on grocery bulletin boards, laundry mats, bakeries, etc.
