You answered yourself. Start with giving your existing clients a discount. You can reward them for recommending someone (1/2 off next cut for referral).
Free always works.
Free hair cut with new flower account.
Hand out a fresh bud with every color-n-cut.
All that stuff works and is much more personal than a flyer in the mail box.
