ask them to comply to the rules governing employment in your country. I am sure employers are covered by some rule , where if the employees dont report on time they can be terminated.

I would write them up, because unemployment insurance may go up if you resort to firing people everytime they mess up

Dock their pay. Better yet, give a surprise bonus to the ones who show up on time or stay until quitting time. Say work starts at 8:00. At exactly 8:00, hand a $20 bill to each one present. Or say work ends at 5:00. At exactly 5:00, hand a $10 bill to those who are still there. Do this once or twice and everyone will show up when they are supposed to.

Depends, are they salary or hourly?
If salary tell them if they continue to come in late and leave early you will put them on hourly.
If they are hourly, have them punch a time clock so that you can keep up with their time.
Tell them that three tardies in on month is grounds for termination.
Tell them leaving early without a valid excuse and permission is grounds for termination.
Stick to it.
You must also provide all this in writing and make them sign it and put it in their employee file to protect yourself.
You must also keep a copy off their time where they clock in and out this way if they try to sue you for firing them or if they try to get unemployment you have a record to dispute their claims.

be professional and give them an informal warning, but be clear that if the problem prosists, that you will be forced to take action ("fire them"). They probably signed something when they started that stated they would comply with XYZ rule and that way you wouldn't be fireing them unlawfully. You might also remind them of whatever they agreed to when they started.

Document it. Let them know they are under a watchful eye and if continue to do it again they may be fired. Document every time they are late or leave early with dates and times. Make sure you have that person sign the documentation each time they are late or leave early. That way there is no disputing it if you ever have to go to court over a wrongful dismissal.

Start with a verbal warning. Then some written warnings (the amount depends on the company's policy), then the employee could be terminated.

simple: It sounds like you have a group of people doing this, find the ringleader and show him/her the door. Once that is done, have a "state of the union address" with the others stating if they dont like it , lump it, or there is the door as well. Sounds like they are taking advantage of you and that is not fair. Good luck!!

Install a time clock and put everyone on hourly. Pay them for the time they were there.

Else, do they stay late when you need them to? Do they get done what you asked of them? Are they productive and there to help customers?
If yes, it doesn't matter when they're clocking in or out: You're getting your money's worth.
