You should contact the buyer and make them aware that you have not received payment. Give them a deadline for the payment, and if it is not received within a reasonable time, put the item back up for auction and report the buyer to Ebay. |

Nothing. eBay is flooded with fraud. eBay gets a hundred complaints every day. If they took time to handle all the frauds. They would never get to the few honest deals. eBay doesn't want people to know how many frauds they have. Same with Pay pal. Remember your doing business over the Internet.The Internet is the new Mafia. Remember there's no such thing as a Internet scam. But there is a lot of stupid people on the Internet. For every good deal there is 1000 bad deals. |

You should have several options for Non-payment. If the buyer received the merchandise and you have proof, then the EBay organization must have a means for going after the buyer, because eBay gets a percentage of the merchandise it sells for its customers, so they might initiate legal proceedings. In most cases, a nice nasty letter, usually does the trick, but if more severe measures must be taken then you might take them to Smalls Claims Court. You have their information-- pull -- and let the legal system push. |

Don't send the item to them without payment and report them to ebay. You can go to their page (where it shows how many points they have and their feedback) and report them from there. Be careful to give them a negative feedback though because they will turn right around and badmouth you and give you bad feedback as well. This will make you look bad for potential customers so leave it to ebay to demerit them for what they have done. |

Their rating system is for show only. As they don't step in unless there's violation of TOS. You should rate everyone good by default and therefore, will result in things like this:
