If I were you I would start with taking pictures of family and friends with their pets. Make business cards so that after each photo shoot you can hand them out to your customer and if they are happy with your job they will most likely hand them out to their family and friends. This way you get the experience so when you are done with school you can make it legit.

2-Set goals (will you treat the business as a day job or do you want to try sell it down the track?
3- but, start up or franchise: consider your options and which type of business best suits your personality and risk assesment.
4- Do your homework: Find out if people really want your products and services. Consider focus groups and collect industry information about pricing, trends and likely rivals.
5- get registared: contact the office of fair trading in your state and ask your local council if any by-laws affect your business idea.
6-embrace a legal strcture- Choose from sole trader (with all rights and liabilities) a partnership (profirs and responsibilitys are shared) or company (a more sophisticated structure tht owns the business and takes responsibililty.)
7-Organise insurance- some forms of cover are compolsory such as workers compensation. other are advisable including equipment insurance and personal accident and sickness cover.
8- Find an office: if you are working from home dont skimp mon space compuiters and decent office equiptment. If renting make sure you understand the lease propley before you sign
9- be accountable: budget for equiptment and stock, wages, insureance and leases. open a suitable bank account and set up a book keepin system for taxation and management purposes
10- target your audience: work out wich media best hits your audience and what messages are more likly to hit home.

Fisrt step is build up a portfolio without one you will get nowhere. Start by using your animals, your friends and relatives. Most pet owners would love to be in the picture also. Make the pictures fun and exciting, get to know your camera inside and out. A dog that loves to catch frisbees should have it's picture freeze framed catching a frisbee in the air, this will take practice. You will need several types of noise makers to get a dogs attention and make the ears stand up on some breeds. Cats are more difficult it just takes practice.
Next start showing your porfolio to everyone, go door to door in your neighborhood (with a adult) put up a small sign at Petco or Pet Smart. Contact all local groomers and let them know what you do. At your age the pictures will have to be great for people to take a chance with you.
And last get your prices figured out start low to get started, have a very small sitting fee, then offer packages like 1-8x10, 2-5x7's and 8-wallets. Some owners will want a 11x14, 16x20 or 20x24 mounted for framing to put on a wall in their house. Goodluck.
