You don't have to have a college education. However depending on what type of business your going to start out, would determine if a college education is a good idea. A lot of different types of businesses to do. My wife and I didn't complete college. We got involved in the telecommunications industry and have our home based business that supports our family of six.
So you don't have to have a college education to start a business.

Most of the people I know that own their own business do not have a college education. I am not taking anything away from a formal education, but you don't have to have one. Be prepared for alot of hard work.

None are required. Look at all those Mary Kay and Avon ladies. Not to mention Tupperware. Those are just the quick examples. You can open any business you want. As long as you have the knowledge of the service you are providing, that is all it takes.

A college education is not required. Bill Gates for example is a college dropout. But it would be advisable.
A degree in a business related field would be helpful (Bus Admn, marketing, finance, etc). If your business will be in a specialized area a degree in the technical area may be more appropriate. For example, if you are starting a software company a computer science degree might be better then a business degree. If you are going to start a restaurant maybe a culinary related degree would be better.
You need to think about what your interests are and what you want to do for a career. Remember a good business person can never possess all the skills necessary to be successful, the most successful business person recognizes their weaknesses and hires the right people with the skills they need.

If you want to learn the right stuff get at a minimum a associates degree in business administration. Key aspects will be on the intro to business course which taught me a great deal and on accounting so you can do it yourself. Learn some software that will help you manage as well. I would suggest a bachelors in business administration as a standard.
The Small Business Administration would require a bachelors in business or the related field to obtain a business loan, unless you already have a lot of experience
