If it's being delivered via the Postal Service you can have it delivered to any address you like, street or PO Box.
If it's being delivered by UPS or some other non-postal delivery service it has to go to a street address.

It depends on the delivery man and the type of shipping. If the seller ships the item and requires signature confirmation or if the package is insured, the delivery man will definitely take the package back. If you are not home and the delivery man has had packages stolen before he will most likely not leave it since it comes out of their pockets if the package is stolen. In general though the packages should be delivered straight to your house. It's only if you miss the delivery that you might have to pick it up in which case they are supposed to leave a memo stating when they will redeliver and/or when and where to pick it up. Usually they try to deliver 3 times before they send it back.
