The Canadian business Development Bank has a great template that will guide you right through the whole process.It shows you how to formulate a plan and how to overcome obstacles as well as ideas as on how to gain from these experiences.Lets face it if you want to get money from the government in order to start a bus. then implement them , there is no better way than to use their formula.So if you google it you will find the site.It will take you about a month and 4 hours a day to navigate the site but you will learn how to develop a bus. plan.

There is great software - Palo Alto's Bus Plan Pro - that is very intuitive to use and will format the plan automatically into PowerPoint and Word, provides an exec. summary and all financial tables needed for your own planning/operating purposes as well as to get financing via loans, venture capital, etc. You will follow a logical set of questions and enter text and data which is then formatted and consistency checked by the software. It also provides literally hundreds of sample bus plans by industry that you can modify for your own use. This is what I use in working with my start up clients and even those who have been in business a while and want to take a more disciplined look at the future.
Or - Microsoft and other general bus. sites have free plans that you can download. These generally are much less detailed and limited in output options. Last option is to get a Dummies book with CD that has various component formats that you can use.
Your choice depends on how you want to use the plan and into what level of detail you intend to go.

All business plans should be written in the style and understanding of the business! After all they are the ones who will be using it. If you arent a global corporate, then dont write yourself a corporately styled plan!
if it is for yourself, then ensure it is something you can follow. There are areas you need to include such as
Product analysis
competitor analysis
market strategies
goald and objectives

I find the easiest way to write business plans, of which i have written many, is to use a mind mapping tool such as free mind.
It takes away the boringness, and lets oyu visually ccreate your plan
