Because they're not right in the head.
I ask bums that question all the time and they tell me it's because they choose to be like that.
A lot of them are criminals that can't get jobs and employees won't accept them in the work place.
I know some bums that have been living homeless for over 8 years and they're still out there. They walk around taking cigarettes from ash trays, dumpster diving, smoking crack, peeing on themselves and standing on their own pee.
I see a group of them walking around stuffing leaves in their socks asking where they put their money.
I always see one lady that sits out in the pouring rain and snow when you ask why she's out there; she just looks at you, sings and claps her hands. |

In order to get employment most employers require a stable residence. This is much more of a difficult problem than you are making it out to be. Coincidentally I don't know too many "hobos" who don't want employment. |

There are so many reasons it is impossible to list them all.
A lot had jobs and they simply fell through the cracks. Once they fall so low, it's hard for them to get on their feet again.
Many are on drugs or drink and exist on the edge of life. There is no question of getting a job.
Some are mentally ill and live in a land that isn't there.
Still others are waiting for someone who will never come to get them.
