2008 Economic Stimulus Payments, Are they just an early tax refund?
Does anybody know the truth?

My brother-in-law told me that at the end of the year, if we were to get a refund for 2008, the refund amount will have the stimulas money deducted from it. This would be saying that the stimulas package is just an early 2008 refund.

He also mentioned that if we did owe for 2008 taxes at the end of the year, that we would be forgiven up to the amount of the stimulas package and still owe the difference. (If this is true, I'm going to raise my deductions.)

The rebate will not effect your 2008 federal tax liability or refund. The law says the IRS can't recover any extra rebate payment by reducing your 2008 refund or adding to your 2008 tax bill.

The "rebate" is an advance credit against your 2008 tax return (which will be filed in 2009). However, it is calculated based on the amounts shown on your 2007 return. When you file your 2008 return, the IRS will recalculate your "rebate" based on the 2008 amounts. If this results in a larger "rebate", you will receive a check for the difference. If this results in a smaller rebate, you will not have to repay the difference.

The "rebate" will not increase or decrease any tax refund to which you are entitled. It is an additional refund.

The tax tables have been left unchanged for 2008.
If your hypothetical refund for 2008 is $1000, it's still $1000 after the rebate.

The problem is, the IRS had to give people a way to claim the refund in 2008 if they didn't get it early based on their 2007 return. This will be a worksheet. The worksheet will calculate the rebate using the 2008 numbers. If it's more, you get a credit. If it's less, you DON'T pay it back.

Unfortunately, most software packages have treated the rebate as a possible refund of $1600, then ask if you got a check and if you did, drop your refund to $1000 (the original amount if they'd never screwed around) and it makes people FEEL like they are paying it back.

I originally heard the same thing your bro-in law did, read it on msn & thought the same thing about changing my deductions...until i read the fact sheet on the irs.gov site and according to them it will not be deducted from your return next year, but you will have to claim the $600 as income & pay taxes on it then, so it shouldn't effect your 2008 refund. go to the site & click on newsroom & there is an economic stimulus fact sheet that explains it.

It's not JUST that, it's a disturbing redistribution of wealth. People that don't pay ANY taxes are getting your MONEY.

Grant has a good point.
There are people who don't have to pay any taxes because they make very little money.These same people are going to get checks from Uncle Sam.
But the people who make lots of money (who also happen to be the folks that pay the highest tax rates!) aren't going to get a check.
So why do they call it a "tax rebate"?
I thought a rebate was something you got in return for money that you already paid.
How do they justify giving tax dollars to people who don't pay taxes , and not give any money to people who pay the most?
Just another government scam!
BTW...your bro-in-law is right.Any "rebate" you get this year will cost you when you file taxes next year.That's gonna spell trouble for those of us who usually end up owing at the end of the year.

According to the irs.gov web page under frequently asked questions the stimulus payment is not taxable and does not affect your 2008 return.
