It depends on the context, but it usually means gross (before taxes). If you're applying for a job that pays 35k, it's definitely before taxes.

Salaries that are advertised with job postings are usually the gross amount. You'll have to figure out what the net (take home amount) is depending on what your federal tax bracket is and what your city/state tax rates are.

nobody estimates your net. It is determined by specific info about you. whenever they state income amounts it will be the gross amount.

gross. And at 35k you will pay about 35% taxes so you will make about23 k net

If it is a job offer, 35K usually means gross income, unless the employer could already figure out how much taxes you're supposed to pay.
