Unless the customer was tax-exempt, if you're the seller you have to make up the tax on the sale. The seller is responsible for remitting to the state tax on all taxable sales.

1) Firstly, it is a collections issue. Have someone call them and see why they shortpaid it. It could be a mistake or they may be tax exempt.
2) If they are tax exempt, they need to send you an exemption certificate. If they send the certificate, debit sales tax payable and credit accounts receivable for this customer.

The only way the customer is not able to pay sales tax is if they are tax-exempt (they must provide proof). If you did not collect it there is no sales tax expense to debit, because you cannot show it as expended unless you collect it. You may have to "journalize" your account's receivable, but if they are not tax-exempt then re-bill the customer for the balance due.

A couple of questions to ask. What state is the tax owed to? That makes a difference as to who is liable. Also, have you contacted the customer to find out why it wasn't paid? It may have been an oversight by the customer or the customer might be tax exempt. If it is an exemption issue, get proper documentation and credit the customer's account. If the customer owes the tax and refuses to pay, it becomes a collection issue.

You are wrong the customer DID pay the sales tax. What they did not pay was the part of YOUR price that equals the sale tax. At least that is how the state tax department is likely to view the situation. In any case, you have to pay sales tax to the state whether you collect it from your customers or not.

It's betweeen the taxing state or entity, and the customer. You can report it if you're so inclined, but you shouldn't pay the tax to the state.
