According to the definition by the IRS, if you file a tax return you are a taxpayer. It really doesn't require that you actually "pay" taxes to be considered a taxpayer.
As for the rebate, you must have earned income and can not be a dependent.

Getting a refund just means you overpaid and are getting some money back. That doesn't mean you don't have tax liability (they didn't keep some of what you paid in).

See http://www.irs.gov/app/espc/start.do to see if you are eligible for the rebate. You'll need some info from your tax return so have it handy.

Is your refund all of the taxes that you paid? I always get a refund each year, but that's because the amount of taxes deducted from my checks adds up to more than the taxes that I owe by the end of the year. I can't remember what the cutoff was, but it was very low of an income for someone to receive one of the rebate checks...

The fact that you get a refund or not is simply irrelevant. You pay tax and get a refund of the overpayment.

Unless the IRS refunded all of the taxes you paid, then you paid taxes. Paying taxes makes you a tax payer. The refund doesn't matter. That only determines how much tax you paid.

Yes, if you earned in between $3000-75,000 you'll get a rebate - unless someone else claimed you as a dependent on their taxes (they'll get $300).

A tax Refund is what the IRS pays you if you paid more taxes than you needed to for the previous year, so Yes you do pay taxes.

Congratulations! you are a taxpayer. The government takes taxes out of your paycheck. You get a refund because you overpaid. If you didn't pay enough you would still owe the government money. Either way you are paying your taxes, making you a taxpayer.

The tax rebate is based on your 2007 earnings and Federal Income Tax liability. If you had earned income of at least $3000, you would get at least the minimum rebate of $300. Dependents, however, are not entitled to a rebate.

If you are claimed you as a dependent, you will be ineligible for the rebate, but you may still benefit under the plan.

While the rebate depends on your 2007 status and income, it is actually a rebate toward your 2008 taxes. According to the Economic Stimulus Act of 2008, taxes would be cut in 2008 from 10 percent to zero percent on the first $6,000 dollars of taxable income for individual taxpayers.

So if you have taxable income in 2008, you will see a tax cut when you file in 2009.

that makes no sense. if you get a refund it is most likely because you paid in taxes. every one pays taxes.

Dependents will not get the rebate.

If you are not a dependent and made more than $3000, you are eligible.
Even if you had no wages, if you paid at least $1 in tax, you are eligible.

Your post suggests you are both a dependent and getting most if not all of your withholdings back.
