Am I able to receive Certification of U.S. Residency without having had to paid taxes for 4 years?
I am an undergrad who is going to teach English in South Korea for a year, and under international tax treaties I am able to earn money there without paying taxes if I provide a Certificate of Residency, IRS form 6166. To apply for that document I have to fill out form 8802 which requires my tax information and such. But since I am a dependent college student, I don't work formally very often. The last time I had a job for which I paid taxes was in 2006. So without currently paying any taxes, am I eligible for Certificate of Residency?

A couple red flags in your question. You say you don't work FORMALLY very often, then say "the last time I had a job for which I paid taxes....". All that strongly suggests that you are getting income under the table and not reporting it, which is illegal if it's over $400 total per year.

The IRS will verify your earnings history. If you did not have a filing requirement, they can still issue the 6166.
