Unfortunately not everyone can be a high earner. I agree with the comments about benefit scroungers. They make me think of Leonardo Di Vinci's remark that some people are only fit to fill latrines.
Usually it is the low earners who are the most honest in dealing with their obligations to tax. The really big earners employ accountants and use off-shore methods to avoid tax liability. In my job, I saw people earning low money, who had real hardship suffering tax deductions. Are you really saying that people earning just over £116 a week should pay tax, plus NIC, with the cost of other basics like food and accommodation at current prices? Could you exist on that?
Not everyone can get tax credits.

II left an inner city school in 1989 at 16 without any GCSE's to my name - I was a product of a Conservative education. I vote Labour because it allow people to have the opportunities that I didn't.

I have paid to go through uni (i was 32 when I completed an Open University course) which cost me over £5,000. I have worked up to 70 hours a week. I still work on average around 55. I have spent countless nights away from home and still do.

And yes I do earn what some people call a lot of money. The word there is earn. I am where I want to be because I have worked. I do not object to paying higher tax and have voted Labour all my life because I believe in the socialist principle of helping people. Again there the word is help. Not give away not support but help.

What I do object to is people who think that the state and high earners should support the not so well off become spongers. This is not the vast majority of hardworking families in the UK who want hand ups not hand outs.

I have now told you why I disagree with you and think that low income earner should be taxed - can you come up with a lucid and convincing argument why they shouldn't?

Steffi - Yes I am saying that people earning £116 a week should pay tax and NI, they are clearly not working full time as it would work out much less than the minimum wage.

Therefore they can either claim tax credits for families or get a full time job, but in short yes they should pay tax, they are using the same services as me.

Well, i used to be a fairly high earner but since suffering a 60% hearing loss in both ears after an illness my earning capacity was decimated and for the last 6 years i would come under the heading low earner (14.5k). No, i do not think the 'low earners' should get a free ride tax wise. We use publicly funded facilities as much as the high earners and i have no objection to paying my whack. I dont ask anyone for a free ride, i pay for what i get. I hate the way the UK has become a benefits obssessed country. A substantial number of questions in this section are from people asking are they entitled to this that and the other benefit, and i always think "whatever happened to living within your means"?

PS Before you ask, no, i do not get ANY benefits of any kind. My sole income is the salary i earn.

You really need to be more specific in your question. For as long as I can remember (and I go back a long way) everyone has been entitled to a personal allowance. If you earn less than this figure then no tax is payable. So very low earners are not taxed at present.

You could argue that the figure is too low and I suspect this is the thrust of your question. The problem with exempting low earners from tax is that the exemption will apply to those who have large savings and could well afford to contribute to the running of society. The government's answer (and I don't just mean Labour) is to counteract the tax payments by paying benefits which are means tested and therefore targeted at those in need.

You obviously want to rant against Gordon Brown but don't forget he has introduced some positive measures for the lower paid. A few years ago he tried to encourage saving into a pension scheme by giving 96% tax relief on the premiums. Mr Darling has this year increased this to 98%. Of course, they hope this will reduce the need to pay benefits such as pension credit in the future.

And don't forget the incentives for very small businessmen to invest in capital equipment. Tax relief was at about 80% and this year it has been increased to 106%. That's right. The government will pay for the whole cost if your local odd job man buys a new van.

Self employed people with higher incomes can still receive substantial contributions. Why is this not lauded in the national press I wonder?
