Never. The reason why is complicated but is essentially bad debts. People who could not afford to repay a loan are called bad debts. The bank ends up owning the property if the loan is not repaid, which is called foreclosure. The bank is then faced with selling the property which may or may not recover the funds originally loaned. The banks loaned money to people who were a poor risk. Dubya buying this debt does NOT change the fact the person who was loaned the money in the first place is a bad risk. The RISK has not changed, just WHO is holding the paper. All this does is shift the risk from the bank who made the loan to the taxpayer, effectively making the general public into a mortgage bank with exactly the same bad risks that were there in the first place. The banks are saved and the taxpayer loses if the loans are not repaid or if foreclosed are not sold for the value of the loan. Dubya is making the same bet as the banks, that the loans WILL be repaid OR the property can be sold for more than the loan value, only he is making this bet with taxpayer dollars. I fail to see how the taxpayer gains from taking on the risk for bad debts which were not going to be repaid to the banks... I just got a notice from my tax assessor that my home has lost 5% in value, which is good in that I will pay less property taxes next year, but BAD in that if I choose to sell, I will get less. As a taxpayer who is making my mortgage payments, I have nothing to gain, and everything to lose by Dubya buying bad paper to save the banks from their mismanagement. The people who will suffer the most are the renters in a property which ends up a bad debt and will have to move when the property is foreclosed. Banks generally do not allow renters to stay in a foreclosed property as they are not in the business of being a landlord.

incase you havent noticed, the banks the money was given to... have not loaned it out.. so a pretty long time...one bank even bought another with the government bailout

It won't matter because the dollar's value will always be controlled by the dirty Federal Reserve, so if we do get paid back it will be worth less.
