If you owed state taxes, leaving the state does you no good. They will follow you until they are paid off.

If you earned money in that state, even if you don't live there you will owe taxes unless there is some type of reciprocity agreement between that state and the state you do live in.

Yes. If you lived there during a part of the year and reported income, you will need to file.

Yes, if you have income from a source in that state. If you don't voluntarily pay, collection can be difficult.

NO unless you have a tax refund due... otherwise once you are clear of the State they can't touch you.
