Last year( from April 2007 till March 2008), my gross earning is £7399.46 where I paid £1413.19 as Tax and £478.97 as NI.

Am i taxed normally?
If not, where do i complain? will i be refunded? how?

If you look at www.listentotaxman, on those wages you should have been deducted £217.40 tax, and £241.59 NI. But I suspect there may be more to it than that. Although £7399.46 was your earnings for that year, were you actually working the whole year? NIC isn't done on a cumulative basis like tax, deductions are based on your weekly/monthly pay. Thus if you received, say, a few weeks of very high earnings, the NIC deductions may well be correct.
It looks as though your employer has deducted Basic Rate tax (code BR and 22%), instead of code 522L. Did you start job after 6th April 2007, and not take a form P45 from a previous job? Did employer ask you to sign form P46 to say that was your own or main job? That may explain why you paid so much tax. You haven't told us what code number was used.
It is now too late in this tax year to adjust, but you could contact tax office (employer will give you contact details, and reference number) to ask what information they need to put you on right code number for the new tax year, starting on 6th April.
Employer will give you form P60 in the 6 weeks following 5th April. Send that to tax office, and ask for computation and repayment.

Telephone your local Tax Office and make enquiries. Make sure you have the relevant information to hand. You will find that they are really helpful and will change your tax code at once if a mistake has been made. All the best.

What tax code is being applied? On the standard single code of 522L you should pay £217 in tax and £242 in NI.

It does sound a lot of tax to pay, check your tax code, ring your local tax office explain your question, they will refund you if you have overpaid,, but one piece of advice, keep on and on at them,,ring them daily, they have to be nagged.

I work that out to be around £142.28 gross and £133.40 net weekly. You should be paying £4.23 Tax and £4.65 national insurance per week. The tax and national insurance above is way too high. You dont say if you are working full or part time, but if you are full time and over the age of 22, you are earning a lot below the national minimum wage. You need to call the inland revenue. You can find your regional Inland Revenue offices on the link below.

If you have paid more tax than necessary, your code for the following year will be altered so you pay less tax until the difference is balanced out, if its out by a lot, (which yours seems to be) you can claim a refund online.

I reckon you paid far too much. See your a/c office and ask for explanation. If still notsatisfied,contact your tax office. They are really polite and helpful these days.
My calculation is:

Gross pay...........£7399
Less NI............... 479 = 6920
Less personal allowance 5225 = 1695
which is in the 10% band
Tax due = 1695 x 0.1 = 169.5
Are you sure, you have no other income?

Sorry dude, your tax payment looks about right. The total deductions (tax and national insurance) are in the region of 22% of the gross income and thats as it should be.
If you put in your tax code, I can tell you for sure.
