A) The law that defines and grants the legality of the Federal Reserve is covered in Title 12, chapter 3 of the U.S. Code

http://www.law.cornell.edu/uscode/html/uscode12/usc_sup_01_12_10_3.html

B) The law that legalizes income tax is in Title 26 of the U.S. Code

http://www.law.cornell.edu/uscode/html/uscode26/usc_sup_01_26.html

specifically....

C) You do not pay taxes to the Federal Reserve. You pay taxes to U.S. Treasury via the IRS.

The Law as requested:
The authority given to Congress to lay and collect taxes, see U.S. Const. Art. Section 8, Cl 1, as modified by the 16th Amendment, allows the imposition of an income tax without limitation. The 16th Amendment removed the limitation on Congress’s authority to impose a direct tax only if proportioned among the States, stating the "Congress shall have the power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration." Courts have repeatedly upheld the constitutionality of the 16th Amendment. See, e.g. Brushaber v Union Pacific Railroad, 240 U.S. 1, 17-19 (1916) [The Court upheld the validity of the 16th Amendment, finding that it eliminated the requirement that direct taxes, such as the income tax, on all income from whatever source derived, need no longer be apportioned.

I don't think anyone except member banks pay any kind of taxes or fees or dues to the Federal Reserve.

We pay to the US Treasury, and the right to tax citizens was established by the US Constitution. (The IRS is just a collection agent.)

You don't pay taxes to the Federal Reserve, so the question is moot. You pay federal taxes to the Internal Revenue Service, who collects them on behalf of the federal government, who then cheerfully spends them (several times over). Since Congress whipped up and pushed through a constitutional amendment decades ago to override the Founders' clearly stated intention that citizens NOT pay income taxes, the IRS is a legal and constitutional organization to whom you must remit taxes -- darn it. Sorry about that.

Overtaxed
You pay your taxes to the Treasury Department, not the Federal Reserve. Other than that I won't waste any more time on this silly question.

Here it is from the IRS. Note that the wealthy tax protesters who run those seminars actually do pay their own taxes and do not practice what they preach.

There is no law. But unless you want to get gang-audited by the boys in black, I suggest you pay your taxes.
