Yes, you can file your state return, but for completing your state return you will need your federal return with you.
I would suggest you to go with TAXSIMPLE, they are the only company which I have known till date, displays the government forms on the screen which resembles the source documents in your hand. So all you need to do is copy your information from the paper to the screen and watch the program generate your state return automatically.

You need your federal return in order to complete your state return--print it out. Generally everyone does federal first. As long as you file by 4/15, no problem. Can go to state website and efile your state return for free. |

You can file your state taxes and federal taxes whenever they're finished. If you use a tax program like Turbo Tax, usually both the federal and state tax forms are completed at the same time and you can print both out when you're done. They go to two completely different places, they're not dependent on each other. |
