I would walk in into your local IRS office.
I say walk because they do not take public phone calls. |

How can you file without a W 2. And Tax laws change every year. How do you plan on getting a 1040 for the year? |

Not until somewhere around mid January - that's when the IRS starts accepting and processing returns. If you have all the forms you need earlier in January, you can mail it in, but it'll just sit until mid month. |

Personal income tax? No. However, its common to early file a tax return for a deceased tax payer or for a trust or estate that is disolving. |

If you are asking about filing your 2008 federal tax return, NO because you must wait until your employer sends you your W2's for the earning for this year from Jan 1, 2008 until Dec. 31, 2008. Your employer has until January 31, 2009 to mail you the W2 or to personally hand them to you. You must have your w2 to file an accurate tax return.
