my old job I worked for last year of 2008 is will not send me get my W2, unless I pay online or on the phone $10. They cannot charge you for your initial copy of your W2... HOWEVER, if you want it early, or want it online, or if you moved and didn't tell them, they can then charge you for these services, since they are only required to mail it once, and to do so by January 31st.
