Yes, it's possible, but unlikely. It depends on whether the seller is willing to do the deal. If the property has been taken by the city due to unpaid taxes, then, yes, they will sell it for the delinquent amount. But if it's a private owner, they probably want something more.

when the counties put up properties at auction for the unpaid taxes, the highest bidder will be able to claim the property after the delinquent owner has had his final opportunity to pay up the back taxes and keep the property
but just walk up and pay the delinquent taxes and get the property, no, unless you make some kind of agreement with the owner and he quit claims it to you

In my state, California, the county tax collector auctions property after property taxes are delinquent for five years. You can't just go to the tax collector's office, pay the bill and walk out with a deed.

No, you can not.

You can only take title to property for unpaid taxes by buying the property from the tax district at a public tax auction. In some states properties are auctioned directly while in others the district sells the right to collect the taxes from the owner for a period of time (plus interest and fees set by law) with the right to foreclose on the tax deed if the property isn't redeemed by the deadline set by law.

In no state in the US can you walk in to the tax collector's office, pay the delinquent taxes on a property, and receive title to the property.
