Contributions for health insurance, medical, dental, vision, child care are itemized deductions that the non-custodial parent can take. But not support.
As far as claiming the child as a dependent, that is usually determined by the original divorce decree. Sometimes the non-custodial parent gets every other year, but otherwise the IRS has rules on what constitutes a dependent.
