Under paying the tax liability does not make sense, either the tax was underpaid or the liability was understated, if it was paid, no liability exists.
In S Ltd accounts, the accountancy fee was overstated by 470. Therefore the profits were understated which resulted in an underpayment of taxes.

It should be 'understating' the tax liability. It is only underpaid when the tax has been paid - in the accounts the liability is only potential and so should be described as understated. |

it should say

You can't say a liability is underpaid. It's understated. If it's already been paid it's no longer a liability. |
