The property is allowed to be empty for a certain period, which i think is 6 months, without charge. Then you will have to pay full council tax for it.

Furnished second or holiday homes in England and Scotland will be liable for council tax but will have a 10% -50% discount because no one lives there on a permanent basis.

i don't think u do coz a friend of mine lived in thailand and he had a flat in the uk but because he wasn't here that often (for under 6 mths at a time) he didn't have to pay council tax...just phone ur local office and ask them to be on the safe side...xxx

If it is unfurnished then it can be exempt from Council Tax for a period of 6 months - thereafter it will be treated as if it were furnished.
If it is furnished, then you will get a discount of between 10% and 50% (although most councils seem to only be offering the 10% rate), depending on your local authority.
Best advise is to look at the website of the local authority where the second home is situated.
