Do I have to tell the IRS when I receive e-mail saying I won something, even if I think it is a scam?
I often return e-mails saying that I have won things, such as foreign lotteries. Most of these are obviously scams.

The IRS says that I must report anything I won and may be required to pay tax on it.

If I believe that a prize is a scam, and that I did not really win anything, but I do not have proof that I did not win it, or that it is a scam, do I have to report the "prize" to the IRS in case it is legitimate? If the IRS audits me and I cannot prove that the e-mail was a scam, do I have to pay tax on the prize, even if I have not received it?

You can't pay taxes on income you have not received

If you receive any of these spam emails, like everyone else does, don't report them to the IRS. Report them to the FBI's Internet Crime Center http://www.ic3.gov/default.aspx

No.

NO, only if you acually GOT something, which you won't from the scam lottery emails.

no
when you get the money, then you report it

Common Sense
Relax. You must report things you actually win, but how is a scam email income to you? That's ridiculous.
Any legitimate lottery payout will give you a Form 1099-G to verify the money.

Doctor Deth
oh, come on
why on earth would you worry about something you HAVEN'T received?
you don't report things that you never had possession of and if you don't receive anything, why would you be worried about an audit

if nothing is in your account, how can they do anything???
if you deposit more than $10,000 anywhere in the USA, the IRS knows about it

if it was legit - you would definitely get some kind of document like a 1099

all those emails are scams

why would you think you won anything if you didn't physically PAY FOR a ticket, entry into it?

like some company is just going to pick a random email address and send that person $10million for no reason

Only if you actually receive money from one of these sites. Also, unless I am greatly mistaken, before they actually send you any money, they will more than likely ask you for your taxpayer identification number. If you don't trust one of these sites, for any reason whatsoever, continue to ignore their messages as you have already noted, more than likely it is a scam.
