no they dont, go to your student services n ask them for a council tax letter. on inquiry from the council, post it acorss.

Students who occupy a property, either by themselves or with other students can obtain a council tax exemption certificate from their University. This is to be presented to the local council and no Council Tax is due. This only applies to "normally registered" full-time students.
However, if there is someone in full-time (or part-time and not a student) employment, or a PhD student in "writing up" stage, there is still a council tax levy on the property.

In the UK students do not pay council tax, if your living in halls this is automatically sorted out for you, but if your moving into student accomodation out of campus like a student house rental, you may want to pick up some forms to make sure your exempt, you can probably find out where to get these from at the university accomodation dept.

If all the occupants of a house are full time students no council tax has to be payed. The council will usually try tell you that you still have to pay it because they are cheating money grabbing bastards, but don't give in its in your contract.
Halls are the same.
