Of course they do. No citiation is needed as there's no law that exempts them. Can't cite what doesn't exist.

Sure, the federal employees including the ones reside in the US Virgin Islands, Guam, American Samao and Commonwealth of the Northern Wealth Islands pay income taxes for any wages they earned just like non federal employees do.

Yes, they're under the same rules as everyone else receiving wages. I can't give you a citation where it says this in the tax code, because the IRS defines things differently. Instead of listing what income is taxable, they say everything is taxable unless they specifically exempt that type of income from tax. And there's no exemption for Federal employees. A federal employee in a particular circumstance could fit a category to exclude income. But the IRS agent looking at your tax return is also paying income tax :-)

While the government doesn't enforce it as well as they should for independent contractors, all federal employees are required to be current on their taxes. Failing to file, failing to pay or having audit issues is grounds for dismissal from the IRS.

Federal Employees do pay taxes, Federal employees must file timely, must pay if amount is owed. If a federal employee doesn't file, he/she could lose their job.
